Management of Right-of-Way
The City manages the use of public rights of way based on Chapter 901 of the City’s Codified Ordinances.
Certificate of Registration
Utility companies having a system within the public right of way are required to obtain and keep an up-to-date Certificate of Registration with the City’s Engineering Department. There is a fee associated with this permit. Please contact the Engineering Department at ketteringengineering@ketteringoh.org to obtain a Certificate of Registration.
Utility Work
Utility companies have a few extra steps that need to be taken in order to obtain a Right of Way Construction Permit for the City of Kettering. Since you are applying on behalf of a utility company, you will need to submit a Construction Permit Application (CPA).
- A Construction Utility Permit can be obtained by emailing ketteringengineering@ketteringoh.org
- Apply online at Access Kettering. Attach the completed application, construction plan and, traffic control plan.
How do I obtain a Utility Right of Way Permit?
Kettering has an online permitting process called Access Kettering. You may apply and pay for permits online, as well have access to permit and inspection comments. Online payments can be made you credit card or electronic check.
Access Kettering is located on the City's website. Search "Access Kettering" and select the link to launch the site. If you prefer in-person service, Engineering staff will continue to create and issue permits, as well as accept payments, at the Kettering Government Center at 3600 Shroyer Road.
First-Time Account Registration
- Go to www.ketteringoh.org/access
- Select Register for an Account at the top right hand corner.
- Accept the terms and conditions ad click Continue Registration.
- Fill in the contact information. You may add contacts including others from your company who may be applying for permits. Then click Continue Registration.
Engineering Permits (Construction in Right-of-Way)
- You will still need to fill out the Construction Utility Permit Application, can be obtained by emailing ketteringengineering@ketteringoh.org
- Login to Kettering Access at www.ketteringoh.org/access
- Select Engineering Permits at top of page. Select Create a Permit.
- Read the terms and conditions. Click Continue Application.
- Select Engineering Permits then select the button for Utility Right of Way Permit. Click Continue Application.
- Reuse existing contact or add new contacts, as necessary. Click Continue Application.
- Fill in address where work will be taking place. Click Continue Application.
- Type in Description of the work under Detailed Description. Hint, this is where you should enter "work for Centerpoint, work for AT&T, etc." or other pertinent information.
- Below under Work Type click the boxes next to the type of work being done (more than one type can be selected) and click Continue Application.
- Attach applications and plans using the Add button. Use the Add button for additional documents. Once all documents have been added click Save button. Next click Continue Application.
- Verify all information is correct and select Continue Application.
That's all. We will then review the permit application and assess the permit fee. You will be notified via email of any comments we have, when the fees are due and when the permit is issued.
Access Kettering will allow you to:
- Track the review process
- Pay fees
- Review inspection comments

Traffic Control
All Construction activity that takes place in the City of Kettering right of way must follow the Ohio Manual of Uniform Traffic Control Devices (OMUTCD) for temporary traffic control in the roadway. View the OMUTCD
