WORKSHOP MINUTES
September 9, 2025
The Council of the City of Kettering, Ohio, met in a workshop session on Tuesday, September 9, 2025, in the Deeds Conference Room, Kettering Government Center 3600 Shroyer Road. The meeting came to order at 6:00 p.m.
Council members present included Mayor Lehner, Vice Mayor Fisher, Mr. Sullivan, Ms. Duvall, Mr. Scott, and Mr. Suddith.
Council members absent: None
Staff members present included City Manager Matt Greeson, Assistant City Manager Steve Bergstresser, Assistant City Manager Bryan Chodkowski, Law Director Ted Hamer, Assistant Law Director Maggie Pasqualone, Communications and Engagement Manager Amanda Harold, Parks, Recreation and Cultural Arts Director Bill Tschirhart, Fraze Manager Rachel Sherwood, Planning and Development Director Tom Robillard, Residential Plans Examiner Joanne Mejias and Clerk of Council Amy Hayslip.
Mr. Sterling Abernathy was also in attendance.
At 6:00 p.m., Vice Mayor Fisher made a motion to enter Executive Session under Section 121.06 (k) of the Codified Ordinances for the purpose of: Conference with Attorney, seconded by Mr. Suddith. The motion passed unanimously upon roll call.
At 6:31 p.m., the Council exited Executive Session and went back on public record.
Property Maintenance Code Proposed Changes
Mr. Chodkowski and Mr. Robillard presented.
Purpose: Provide legislative policy reflective of the Strategic Plan:
2.1 – Promote Kettering as attractive place to invest and do business.
4.7 –Strengthen property maintenance standards, programs, and policies to ensure compliance with community and legal standards are upheld.
Objective: Establish a foundation for increasing immediate outcomes through enforcement action beginning January 2026.
Incremental: This is the first action, in a line of actions, necessary to achieve our purpose.
- Establish operational process & procedure;
- Establish standards & expectations;
- Delineate authority (City or Court); and
- Update communication and notice materials.
Limited: These proposed amendments change, but do not eliminate, due process methods and procedures guaranteed our citizens.
These proposed amendments change, but do not eliminate, the reasonable search and seizure responsibilities of the City.
These proposed amendments do not change the human factor.
Proposed Changes to the Property Maintenance Code:
- Wildflower Gardens
- Inoperable Motor Vehicles
- Violation and Fines
- Method of Service
- Tall Grass/Weeds
Fraze Operational and Organization Assessment Follow Up
Mr. Tschirhart presented.
Key Performance Indicators – Ticketed Events

Fraze Assessment Recommendations:
Recommendation – Mixed Model Strategy; Implementation Plan – Pursue booking 5-10 major shows each season and emphasize community impacts from Fraze; Result – booked 17 ticketed events; hosted 9 community events (scheduled fall event and tree lighting)
Recommendation – Improve guest experience; Implementation Plan – Rebrand Fraze as place for year-round community events and ticketed events; Result – Added KidzFest, adding fall event and planning Mayor’s Tree Lighting
Recommendation – Improve guest experience; Implementation Plan – Research, install and implement a POS situation; Result – Ease of purchasing for guests; Better management decisions based on individual sales
Recommendation – Improve guest experience; Implementation Plan – Update signage and line management, update concessions operation for efficiency; Result – Tested line queuing; added signage; increase customer service
Recommendation – Improve guest experience; Implementation Plan – Hire architect to address accessibility issues; Result – Request for Proposal issued, architect selected to review 2016 drawing and provide updated cost estimates
Recommendation – Improve infrastructure and back of house; Implementation Plan – Upgrade Fraze to meet modern production and artists requirements; Result – Request for Proposal issued, architect selected to review 2016 drawing and provide updated cost estimates
Mayor Lehner would like to see more accessible parking available for Fraze events.
The City Council Workshop Meeting adjourned at 7:26 p.m.
