WORKSHOP MINUTES

October 28, 2025

 

The Council of the City of Kettering, Ohio, met in a workshop session on Tuesday, October 28, 2025, in the Deeds Conference Room, Kettering Government Center 3600 Shroyer Road. The meeting came to order at 6:45 p.m.

Council members present included Mayor Lehner, Vice Mayor Fisher, Mr. Sullivan, Ms. Duvall, and Mr. Suddith.

Council members absent: 1 (Scott)

Staff members present included Assistant City Manager Steve Bergstresser, Law Director Ted Hamer, Assistant Law Director Maggie Pasqualone, Police Chief Chip Protsman, and Clerk of Council Amy Hayslip.

Mr. Sterling Abernathy and Celeste Mitchell were also in attendance.

Traffic Safety Update

Chief Protsman gave the update. Chief Protsman stated that a meeting was held to discuss traffic safety with staff from the Police Department, Engineering Department and Kettering City Schools.

From that meeting it was noted that the Police Department could patrol more in school areas with a higher visible presence and that the city and schools could work together on educating the students on traffic safety. Public Information Officers from the schools and the Police Department are in discussion to do an education video.

The Engineering Department is making sure all school signs are up to date and are researching the possibility of adding more 4 way stops at certain locations. In the next couple of weeks the Engineering team will get a list put together of short, medium and long term goals.

Agenda Review

Mr. Bergstresser went over the agenda.

Mr. Bergstresser mentioned that with a football game happening on Friday night during Trick or Treat that there will be additional no parking signs added to those streets near the stadium.

Government Center Security Upgrade bids

Mr. Bergstresser gave the update. Each department will have a vestibule in each office suite similar to the one in the City Manager/Mayor & Council office. Creating two front doors instead of moving the front desk, receptionist will be able to talk and buzz entrance in for visitors.

Bids came back above the estimate; we had a placeholder of $250,000 in CIP and the bid came back at $337,400, we will make up the difference by utilizing the underspending the Facilities CIP. This will need to have a resolution to be voted upon since it is over 25% of the estimated costs.

Smithville Road addresses

Mr. Bergstresser mentioned that Smithville Road in Dayton and Kettering have some duplicate addresses which is causing problems with utilities and package deliveries of residents. To alleviate this issue we will be readdressing addresses starting at the location of RA Cooks Renovations all the way down until Wilmington Pike.  Letter will go out in November to the affected residents.

Roundtable

Mr. Suddith commented that the letter received by Council from Gwen Owen, Chair of the Board of Community Relations is addressing the need for more members in BCR. This will allow better coverage of all of the events that BCR does for the community.
