Workshop Minutes 10-14-25

City of Kettering City Council

October 14, 2025

The Council of the City of Kettering, Ohio, met in a workshop session on Tuesday, October 14, 2025, in the Deeds Conference Room, Kettering Government Center 3600 Shroyer Road. The meeting came to order at 6:02 p.m.

Council members present included Mayor Lehner, Mr. Sullivan, Ms. Duvall, Mr. Scott, and Mr. Suddith.

Council members absent: 1 (Fisher)

Staff members present included City Manager Matt Greeson, Assistant City Manager Steve Bergstresser, Assistant City Manager Bryan Chodkowski, Law Director Ted Hamer, Assistant Law Director Maggie Pasqualone, Parks, Recreation and Cultural Arts Director Bill Tschirhart, Planning and Development Director Tom Robillard, and Clerk of Council Amy Hayslip.

Mr. Sterling Abernathy and Celeste Mitchell were also in attendance.

Play Your Way Master Plan Update

Mr. Tschirhart presented. We are currently in Phase 2 – Engagement. Reaching out to the residents by having an Idea Wall an Interactive Map and Comment Cards; taking note of the most requested amenities and program suggestions.

What’s next? A survey will be sent out to 3,000 randomly selected residents; survey focuses on needs assessments; hoping to receive 400 surveys back.

Community Listening Sessions are scheduled from October 22, 23, 24 and 28 at various locations with various topics and even a virtual session.

Mr. Tschirhart also mentioned that the first Fraze movie night will be on October 25 showing Disney’s Halloweentown.

Zoning Code Amendments Proposed Changes

Mr. Robillard commented that before these changes appear on a Council Agenda he wanted to give City Council the time to ask any questions or voice any concerns.

Four items were brought up at the last council workshop:

  1. Short Term Rentals
  2. Day Care Centers
  3. Neighborhood Business Center
  4. Masonry Walls

Discussion was held. It was decided to put this item on the October 28 agenda.

At 6:45 p.m., Mr. Suddith made a motion to enter Executive Session under Section 121.06 (k) of the Codified Ordinances for the purpose of: Quasi-Judicial Deliberations; Conference with Attorney; Negotiations with Organizations or Individuals; and Property Matters, seconded by Ms. Duvall.  The motion passed unanimously upon roll call.

At 7:21 p.m., the Council exited Executive Session and went back on public record.

The City Council Workshop Meeting adjourned at 7:22 p.m.
