City of Kettering City Council
November 25, 2025
The Council of the City of Kettering, Ohio, met in a workshop session on Tuesday, November 25, 2025, in the Deeds Conference Room, Kettering Government Center 3600 Shroyer Road. The meeting came to order at 5:30 p.m.
Council members present included Mayor Lehner, Vice Mayor Fisher, Mr. Sullivan, Ms. Duvall, Mr. Scott and Mr. Suddith.
Council members absent: None
Staff members present included City Manager Matt Greeson, Assistant City Manager Steve Bergstresser, Assistant City Manager Bryan Chodkowski, Law Director Ted Hamer, Assistant Law Director Maggie Pasqualone, Planning & Development Director Tom Robillard, Communications and Engagement Manager Amanda Harold, City Planner Ryan Homsi and Clerk of Council Amy Hayslip.
Mr. Sterling Abernathy, Ms. Laura Arber and Mr. Dan Palmer were also in attendance.
Executive Session
At 5:30 p.m. Vice Mayor Fisher made a motion to enter Executive Session under Section 121.06 (k) of the Codified Ordinances for purposes of: Personnel Matters; Negotiations with Organizations or Individuals, seconded by Mr. Suddith. The motion passed unanimously upon roll call.
At 5:59 p.m., the Council exited Executive Session and went back on public record.
Agenda Review
Mr. Greeson went over the agenda.
Kettering Comprehensive Plan Update
Mr. Robillard introduced from MKSK: Kyle May, Associate Principal, Principal in Charge and Jessica Hufnagle, Planner, Project Manager. This update is to share the process behind the development of the Kettering Comprehensive Plan, from where we started to what we’ve learned, and illustrate how these insights are shaping Kettering’s future. This includes an overview of the planning process, community engagement efforts, major finding from discovery and analysis, and the emerging direction of the plan.
At 7:08 p.m. Vice Mayor Fisher made a motion to enter Executive Session under Section 121.06 (k) of the Codified Ordinances for purposes of: Personnel Matters; Negotiations with Organizations or Individuals, seconded by Mr. Suddith. The motion passed unanimously upon roll call.
At 7:22 p.m., the Council exited Executive Session and went back on public record.
