KETTERING CITY COUNCIL

REGULAR MEETING MINUTES

December 2, 2025

The Council of the City of Kettering, Ohio, met in regular session on Tuesday, December 2, 2025, at 7:30 p.m. in Council Chambers at the Kettering Government Center South Building, 3600 Shroyer Road. Mayor Lehner presided and the Clerk of Council, Amy J. Hayslip, recorded.  This meeting was telecast live on the cable access channel and streamed live at mvcc.net.

Council Members Present:                 Lehner, Fisher, Sullivan, Scott, Duvall and Suddith

Council Members Absent:

Total Members Present:                     Six (6)

Mayor Lehner led the audience in the Pledge of Allegiance and gave the invocation.

Mayor Lehner introduced the Miami Valley Communications Council TV Operator Mike Sopronyi. She thanked him for his assistance.

APPROVAL OF MINUTES

November 25, 2025 – Council Meeting & Workshop Minutes

Vice Mayor Fisher reported that she reviewed the above minutes and moved the minutes be approved.  Mr. Sullivan seconded the motion and there being six (6) yea votes, and no (0) nay votes for the November 25, 2025 Council Meeting & Workshop minutes the motion was declared carried followed by a roll call vote.

PROCLAMATIONS, SPECIAL PRESENTATIONS, AWARDS, SPECIAL RESOLUTIONS, APPOINTMENTS TO BOARDS AND COMMISSIONS

PUBLIC HEARINGS

Mayor Lehner commented that we have a Public Hearing on proposed amendments to the Zoning Code. The Planning Commission recommended that the proposed amendments be approved and the Planning Commission’s certification packet is made part of the record. First city staff will give a presentation. After the staff presentation, we will take comments from member of the public who are present and wish to be heard. Mayor Lehner then opened the Public Hearing.

Mr. Tom Robillard, Planning & Development Director gave the staff presentation. Mr. Robillard mentioned that from time to time we find that certain sections of the zoning code don’t quite fit every situation that we run across. In this particular case staff has been working with a particular property owner on a surface parking lot and discovered the current language in the zoning code is overly restrictive regarding surface parking lots. This is a standalone parking lot by itself without another primary use. It is a conditionally permitted use which means that it needs to go before the Planning Commission to either approve or deny. The current zoning code is to provide ingress and egress from a thoroughfare, arterial, or Collector Street only; this restricted the current case we were working with and could also restrict future cases. City staff decided to bring this particular section of the zoning code 1137.06.18 Surface Parking Lots to the Planning Commission to have them consider a number of factors when considering surface parking lots.

Planning Commission held a public hearing and they are recommending approval of the text amendments.

Mayor Lehner asked if there was anyone in favor of the amendment or anyone opposed to the amendment. None were heard and Mayor Lehner closed the public hearing.

City Council will take this matter under advisement. Legislation amending the zoning code will be considered at a future council meeting.

AUTHORIZING THE CITY MANAGER TO ENTER INTO TWO COST SHARING AGREEMENTS WITH ARCHBISHOP ALTER HIGH SCHOOL AND ST. CHARLES BORROMEO SCHOOL, FOR ONE SCHOOL RESOURCE OFFICER ASSIGNED TO BOTH SCHOOLS

Mrs. Fisher read the above resolution and moved for approval.  Mr. Sullivan seconded the motion.

Chief Protsman, Police Chief gave a brief description of the resolution.

The following votes were recorded: Mrs. Fisher, Yea; Mr. Sullivan, Yea; Mr. Scott, Yea; Ms. Duvall, Yea; Mr. Suddith, Yea; Mayor Lehner, Yea. There being six (6) Yea votes and no (0) Nay votes, the motion was declared carried and the resolution was duly adopted.

ORDINANCES IN FIRST READING

TO ENACT SECTION 660.21 OF THE CODIFIED ORDINANCES REGARDING PRIVATE WATER SYSTEMS IN URBAN SETTING DESIGNATION AREAS

Mr. Scott read the above ordinance.

Mrs. Smith, Human Resources Director gave a brief description of the ordinance.

CERTIFICATIONS AND PETITIONS

MANAGER’S REPORT/COMMUNITY UPDATE

Mr. Greeson, City Manager updated Council on upcoming and community events.

  • Blood Pressure Clinic Dates – December 3, 10 and 17 at the Kettering-Moraine Library.
  • Medicare Open Enrollment begins October 15 – December 7. Individual appointments can be scheduled with Natalie Storms at 937-296-3356.
  • Mayor’s Tree Lighting takes place on December 5 from 6 to 8 pm.
  • Final City Council Meeting will be held on December 9.
  • City Administrative Offices will be closed on December 24 and December 25. Rumpke collection will be delayed by one day for Thursday and Friday customers.
  • Christmas Day Gathering at Lathrem Senior Center from 11:30 am to 1:00 pm. Use RTA Route 28 to the Lathrem Senior Center located at 2900 Glengarry Drive.

OTHER BUSINESS NOT ON WRITTEN AGENDA

Audience Participation (5 Minute Limit per Speaker)

Mark Zywien, 4997 Walther Circle commented three years ago he was given the honor to be a part of a new committee in Kettering, the Sustainability Committee where our goal is to sustain the greatness that we have for years to come for future generations. Our first year was a great success and out of that a Sustainability Manager position was created for Dawn Kirchner. The last couple of years we’ve been working on a sustainability plan that supports the pillar in the strategic plan of making Kettering a sustainable place and encouraging sustainability in many different aspects. The committee wanted to thank Mayor Lehner for her vision in getting the sustainability committee established, great wishes for her retirement and future contributions to be made for the City of Kettering.

Mayor Lehner thanked the committee for the token of appreciation she received and thanked Dawn Kirchner for her service in getting the committee up and running.

COUNCIL COMMITTEE REPORTS

Vice Mayor Fisher reported:

  • On December 1 the compost trash cans were put up and wanted to remind residents that if it grows, it goes in the compost bin, if it doesn’t grow it doesn’t go in the compost bin.
  • Participated in the opening of the Hope for Christmas store put together by Hope for Kettering and Hope for Centerville along with many other partnerships to serve over a thousand children with wonderful gifts and joy this holiday season.

Mr. Sullivan reported:

  • Thanked the members of the Sustainability Committee in the audience and for the kind words to the Mayor.
  • Thanked the Streets, Facilities and Parks crew for their snow removal efforts today.
  • December 15 at 7 pm is the Community Holiday Concert over at the Trent Arena.

Mr. Scott reported:

  • Shop Kettering – live Christmas trees are for sale by the Dorwood Optimist Club of Kettering. Tree lot is located at the corner of Stroop and Marshall. All monies are contributed back to the youth in the area.

Ms. Duvall reported:

  • Recognized some former graduates of the Kettering Leadership Academy in attendance.

Mr. Suddith reported:

  • Mentioned purchasing a tree at the Dor-Wood Optimist Christmas Tree Lot.
  • Shop for gifts at the Rosewood Holiday Arts Festival on Saturday, December 6. Bowls and the artists who made them will be there.
  • Attending the Temple Beth-Or Artisan Fair and Brisket lunch on Sunday, December 7. Tickets for the lunch can be purchased on their website.
  • Attending the Community Holiday Concert on December 15, it’s a great show.
  • Mayor’s Christmas Tree Lighting on Friday, December 5 at 6 pm.

Mayor Lehner reported:

  • Commented that she loves the Christmas Holiday Concert.
  • Purchased a Christmas tree from the Dor-Wood Optimist Club Tree lot.

There being no further business to come before this meeting of the Kettering City Council; Mayor Lehner adjourned the City Council Meeting at 8:00 p.m.
