KETTERING CITY COUNCIL

REGULAR MEETING MINUTES

November 11, 2025

 

 

The Council of the City of Kettering, Ohio, met in regular session on Tuesday, November 11, 2025, at 7:30 p.m. in Council Chambers at the Kettering Government Center South Building, 3600 Shroyer Road. Mayor Lehner presided and the Clerk of Council, Amy J. Hayslip, recorded.  This meeting was telecast live on the cable access channel and streamed live at mvcc.net.

Council Members Present: Lehner, Fisher, Sullivan, Scott, Duvall and Suddith

Council Members Absent:

Mayor Lehner led the audience in the Pledge of Allegiance and gave the invocation.

Mayor Lehner introduced the Miami Valley Communications Council TV Operator Evan Russell. She thanked him for his assistance.

APPROVAL OF MINUTES

October 28, 2025 – Council Meeting & Workshop Minutes

Vice Mayor Fisher reported that she reviewed the above minutes and moved the minutes be approved.  Mr. Sullivan seconded the motion and there being five (5) yea votes, one (1) abstain vote (Mr. Scott) and no (0) nay votes for the October 28, 2025 Council Meeting & Workshop minutes the motion was declared carried followed by a roll call vote.

RESOLUTIONS, APPOINTMENTS TO BOARDS AND COMMISSIONS

Certificate of Recognition – Alter Boys Golf Team State Championship

Mayor Lehner presented to Coach Alex Schuster and team the certificate of recognition along with a sign documenting their state championship for fourth year in a row. Team members present were Andrew Gochenouer, Senior and State individual runner-up, Lucas Soin, Senior, Matthew Kreusch, Miles Hein, Junior and Charlie Anderson, Senior.

Special Presentation – State of the Arts

Four members of the Arts Council made the presentation: Lisa Becker, Katie LoPresti, Tracy McElfresh and Shane Weber. They thanked City Council for their leadership and continued support. Together, we are shaping a future where art and community thrive side by side.

TO AMEND THE TEXT OF VARIOUS SECTIONS OF THE CITY OF KETTERING ZONING CODE

Mrs. Fisher read the above ordinance and moved for approval.  Mr. Sullivan seconded the motion.

Mr. Robillard, Planning and Development Director gave a brief description of the ordinance.

Mr. Sullivan read the above ordinance and moved for approval.  Mr. Scott seconded the motion.

AUTHORIZING THE CITY MANAGER TO CONTRACT WITH THE MONTGOMERY COUNTY PUBLIC DEFENDER COMMISSION AND THE MONTGOMERY COUNTY PUBLIC DEFENDER OFFICE TO PROVIDE MANDATED LEGAL COUNSEL TO INDIGENT PERSONS APPEARING IN THE KETTERING MUNICIPAL COURT

Mr. Scott read the above resolution and moved for approval.  Ms. Duvall seconded the motion.

Mr. Greeson, City Manager gave a brief description of the resolution.

ORDINANCES IN FIRST READING

CERTIFICATIONS AND PETITIONS

MANAGER’S REPORT/COMMUNITY UPDATE

Mr. Greeson, City Manager updated Council on upcoming and community events.

  • Blood Pressure Clinic Dates –November 12, 19 and 26 and December 3, 10 and 17 at the Kettering-Moraine Library.
  • Medicare Open Enrollment begins October 15 – December 7. Individual appointments can be scheduled with Natalie Storms at 937-296-3356.
  • Leaf Pick-up continues and will end the week of December 1.
  • November is Native American Heritage Month.
  • Shop local, Small Business Saturday is Saturday, November 29.
  • City Administrative Offices will be closed on November 27 and 28. Rumpke collection will be delayed by one day for Thursday and Friday customers.
  • Mayor’s Tree Lighting takes place on December 5 from 6 to 8 pm.
  • December Council Meetings are scheduled for December 2 and December 9.

COUNCIL COMMITTEE REPORTS

Vice Mayor Fisher reported:

  • Veteran’s Day thank you to VFW Honor Guard, Lathrem Senior Choir, Pastor Kagin and Retired Colonel Ken LaVoy who remarked in his speech to not only thank our veterans every day we need to be doing things for our veterans.
  • Participated in the annual Fort 5k in honor of Fairmont graduate Melissa Fortener McLaughlin. Proceeds benefit the Fairmont Girls basketball program.

Mr. Sullivan reported:

  • Happy Veterans Day and shout out to his father-in-law Louis Huart.
  • Congratulations to Dan Palmer who will be on City Council next year and that he looks forward to working with him in service of the community.
  • Congratulations to Gary Schussler for co-authoring an article that was published in the National Parks and Recreation magazine.

Mr. Scott reported:

  • He was moved by the guest speaker at the Veterans Day celebration Retired Colonel Ken LaVoy who mentioned the reason that he joined the service was his 103 year-old father retired Army Airborne from World War II.
  • Happy Veterans Day and shout out to both of his son-in-law’s.
  • 38th Mid East Cross Country Championships are being held at Indian Riffle Park on November 15; ladies start at 11:30 and gentlemen start at 11:30. This event draws runners from the entire Midwest area.

Ms. Duvall reported:

  • Happy Veterans Day to her dad that lives in Columbus.

Mr. Suddith reported:

  • Kudos to the Lathrem Senior Center and The Recreation Center for a great Arts and Crafts event on Saturday.
  • Thanked Dawn Kirchner for having him as a guest speaker at the Employee Wellness lunch on Thursday to talk about household food waste. One quarter of all landfill mass is residential food waste.
  • Commented on the government shutdown and the SNAP benefits being removed or reduced. Encouraging residents to check on their neighbors and help take care of folks in need.
  • Happy Veterans Day to his wife who is an Air Force veteran. Don’t miss an opportunity to thank a veteran and check in with a veteran.

Mayor Lehner reported:

  • Commented that her term as Mayor is coming to a close in the next few weeks and she has become more increasingly appreciative of this wonderful community and the people who make up this community.
  • Congratulated Mr. Suddith who will be succeeding her as Mayor.
  • Commented on her favorite event which is the Employee Recognition Breakfast happening on Wednesday.
  • Mayor’s Tree Lighting will be on December 5.

There being no further business to come before this meeting of the Kettering City Council; Mayor Lehner adjourned the City Council Meeting at 8:27 p.m.
