HUMAN RESOURCE TECHNICIAN

(Regular Full-Time Position)

GENERAL

The City of Kettering’s Department of Human Resources is recruiting internally from among current City of Kettering employees only to fill the regular full-time position of “Human Resource Technician.” The HR Technician performs technical-level work related to the human resource operations including, but not limited to: inputting new hire information, separations and other personnel action changes into an HR/Payroll system; creating and maintaining position classifications, pay tables and associated reports; and assisting employees with age, service and disability retirements. Other duties may include: assisting with Civil Service examination administration, recruitment efforts, classification and compensation surveys/studies; conducting employee orientations and assisting employees with benefits related concerns. The Technician will also assist with benefits administration related to the areas of medical insurance, dental insurance, life insurance, vision insurance as well as Health Care Reform compliance; workers’ compensation and unemployment issues and maintaining related records; administering Family Medical Leave Act (FMLA) and maintaining related records; the Employee Assistance Program (EAP); PERRP and Safety Program administration, recordkeeping and coordinating the Safety Awards Program; Wellness and drug testing program administration and recordkeeping. May function as a coordinator, member or HR Department representative on various employee-related committees or groups. Maintains personnel, medical, benefit and other records in accordance with records retention and privacy related laws, rules, regulations and policies. Assists the Director of Human Resources and other HR professional staff with special assignments/projects, reports, data analysis and compilation, and other duties as assigned. The employee in this classification works under the direction of the Director of Human Resources; however, the Technician is also required to perform duties exercising independent judgment with limited supervision. The position of Human Resource Technician is in the unclassified Civil Service of the City of Kettering.

QUALIFICATIONS

Must have a good knowledge of the day-to-day practices of modern public human resource administration. Must be a self-starter with the ability to coordinate activities and perform day-to-day operational tasks with minimum supervision, and have the ability to use independent judgment in the performance of work. Must be solution-focused and possess excellent problem-solving skills, with the ability to work independently. Must have excellent skills in the operation of personal computers and applicable software; the ability to create and maintain accurate paper and electronic records and other documentation; the ability to process information with a high degree of confidentiality and attention to detail; the ability to gather, organize and analyze data and prepare informative reports; and the ability to manage multiple tasks in an efficient manner and meet deadlines. Must be a team player and have the ability to maintain effective working relationships with applicants, employees, volunteers, City officials, the general public, and outside service providers. Must have excellent verbal and written communication skills. Must have strong personal initiative and demonstrate an enthusiastic approach to human resource management to all those served by the Human Resource Department. Prior experience in Human Resource functions and education/degree preferred.

COMPENSATION

The current pay for this position ranges from $26.46/hr ($55,037/yr) up to $33.87/hr ($70,450/yr). Entry rate is contingent upon the candidate’s related skills, education, knowledge, and abilities. Excellent benefits.
