FIRE MARSHAL (Regular Full-Time Position)

The City of Kettering is recruiting to fill the Regular Full-Time position of “Fire Marshal”. Reporting to the Assistant Fire Chief of Administration, this position is responsible for directing the Bureau of Fire Safety within the Fire Department; overseeing all operations and resources related to fire prevention and education, and code enforcement; fire investigations; plan review process; fire code inspection/enforcement; permit issuance, and training of employees in relevant areas of fire prevention as well as all related work as required. Duties include, but are not limited to assisting in the development of policies; acting as Code Enforcement Official; preparing, recommending and managing the assigned budget; managing fire investigations including cause and determination; assisting residents with questions; assisting with the development and delivery of training programs; coordinating public safety activities; maintaining records; managing the fire safety inspection program, pre-fire planning, plans review and fire code enforcement; attending meetings both during and outside of regular business hours as a representative of the Department; and managing and organizing the Fire Investigation program.
Candidates should have thorough knowledge of fire hazards and fire prevention techniques; strong knowledge of applicable building, fire and related codes and laws; considerable knowledge of fire alarm and protection systems; general knowledge of fire control; strong knowledge of the principles, practices, methods and equipment employed in modern firefighting and the emergency medical services; ability to instruct fire inspection classes; knowledge of the hazards and corresponding safety precautions necessary for the safe performance of assigned duties; strong customer service, interpersonal and supervisory skills; ability to make independent decisions requiring technical knowledge and judgment; strong written, oral communication and presentation skills; proven ability to prepare technical and administrative reports; must handle confidential information appropriately; math skills necessary to determine code compliance; ability to acquire considerable knowledge of city geography including location of water mains and hydrants; ability to work with limited supervision; ability to coordinate and perform activities and procedures necessary to correctly apply fire safety codes and ordinances; ability to carry out administrative duties as assigned; must obtain and maintain certification in Fire Investigation; general knowledge of computers and basic office skills. Candidates must meet the Standard for Professional Qualifications of Fire Marshal (NFPS 1037); Firefighter (NFPA 1001-2002); Fire Officer (NFPA 1021-1983) and Fire Inspector (NFPA 1031-1987) or be a civilian with previous firefighting experience and significant experience in fire inspection and prevention. Additionally, candidates must maintain Ohio Fire Safety Inspector, and Ohio Board of Building Standards Fire Protection Inspector, and a valid American Heart Association CPR, AED and First Aid card; and obtain a Fire Protection Plans Examiner certification (if available). An Associate Degree in Fire Science or closely related field from an accredited college or university is strongly preferred, two years of inspection experience (including familiarity with plans review), and one year supervisory experience or any combination of education, training and job experience which provides the required skills, knowledge and abilities will be considered. Must hold a valid Ohio Driver’s License.
The Fire Marshal position is an unclassified and exempt position with a current annual salary up to $103,646/yr. contingent upon the candidate’s related skills, knowledge, and abilities.
