The City of Kettering’s Finance Department is recruiting to fill the regular full-time position of Finance Technician II-Payroll Technician. The Payroll Technician performs technical-level work related to the processing of payroll for more than 1,200 employees that includes: complex interpretations and administering of laws and regulations related to pensions, FLSA, PPACA, Bureau of Workers Compensation, HRA accounts, HSA accounts, Flex Spending accounts,  social security/Medicare, W-2 reconciliation/reporting, 941 reporting, and deferred compensation. The Payroll Technician must acquire detailed knowledge of leave policies, pay types, employee types, salary tables, job classifications, collective bargaining agreements, overtime rules, insurance plans, computer calculations, payroll/HR databases, and report writing. The Payroll Technician will be required to verify data from many sources; perform data input problem analysis, separation calculations, retro calculations; assist employees with special requests; perform records management and filing. The Payroll Technician will assist the Finance Director and other Finance Department staff with special assignments/projects, reports, data analysis and compilation, records requests, research, computer system conversions/testing, computer problem research/resolutions and other duties as assigned.

The employee in this classification works under the direction of the Assistant Finance Director and Finance Director, but is required to perform duties exercising independent judgment with limited supervision.  The position of Finance Technician II – Payroll Technician is in the Non-Competitive Classified Civil Service of the City of Kettering.


Must have a good knowledge of the day-to-day practices of modern payroll administration. Must be a self-starter with the ability to coordinate activities and perform day-to-day operational tasks with a minimum of supervision, and the ability to use independent judgment in the performance of work. Must be solution-focused and possess excellent problem-solving skills, with the ability to work independently. Must have excellent skills in the operation of personal computers and applicable software; the ability to create and maintain accurate paper and electronic records and other documentation; ability to process information with a high degree of confidentiality, accuracy and attention to detail; ability to gather, organize and analyze data and prepare informative reports; and the ability to manage multiple tasks in an efficient manner and meet critical deadlines. Must be a team player and have the ability to maintain effective working relationships with employees, volunteers, City officials, the general public, and outside service providers. Must have excellent verbal and written communication skills.  Must have strong personal initiative and demonstrate an enthusiastic approach to all those served by the Finance Department.

One to three years of current experience in payroll processing with HRIS system experience and general accounting experience and background preferred. A degree in Accounting or a related field is preferred, or any equivalent combination of experience and training which provides the required knowledge, skills and ability.


The current pay for this position ranges from $27.80/hr ($57,824/yr) up to $35.59/hr ($74,027/yr).  Entry rate is contingent upon the candidate’s related skills, education, knowledge, and abilities. Excellent Benefits.
