The City of Kettering is saddened to learn of the passing of former City Manager Robert (Bob) Walker, who faithfully served our community from 1982 to 1990. His leadership left a lasting impact on the City of Kettering, shaping many of the services and amenities we continue to enjoy today.
During his tenure, Bob guided Kettering through a period of growth, innovation and organizational improvement. He addressed significant challenges within the Police Department, bringing in Chief Jim O’Dell and helping Kettering become one of the first accredited police departments in the nation—furthering the city’s reputation as “Ohio’s Finest.” He also oversaw critical changes in the Fire Department, strengthening volunteer recruitment and laying the foundation for the professional service model we know today.
Bob played a pivotal role in the development of Lincoln Park and the Fraze Pavilion, two of Kettering’s most cherished community assets. Through his leadership in planning, land acquisition and community partnerships, he helped establish a cultural landmark that continues to bring residents together. He also championed projects that strengthened our Parks, Recreation and Arts programs, including improvements at Rosewood Arts Center and Polen Farm.
Beyond individual projects, Bob is remembered for fostering a culture of excellence in public service. He believed deeply in the value of strong citizen engagement and the importance of supporting a high-quality city staff. His commitment to collaboration extended beyond Kettering, as he worked to advance regional partnerships and later guided the Miami Valley Cable Council (MVCC).
Bob Walker’s leadership, vision and dedication to public service helped shape the Kettering we know today. We are grateful for his many contributions and extend our heartfelt condolences to his family. His legacy of integrity, innovation and service to others will always be remembered by this community.
