WORKSHOP MINUTES
November 11, 2025
The Council of the City of Kettering, Ohio, met in a workshop session on Tuesday, November 11, 2025, in the Deeds Conference Room, Kettering Government Center 3600 Shroyer Road. The meeting came to order at 6:00 p.m.
Council members present included Mayor Lehner, Vice Mayor Fisher, Mr. Sullivan, Ms. Duvall, Mr. Scott and Mr. Suddith.
Council members absent: None
Staff members present included City Manager Matt Greeson, Assistant City Manager Steve Bergstresser, Assistant City Manager Bryan Chodkowski, Law Director Ted Hamer, Assistant Law Director Maggie Pasqualone, Human Resource Director Jenny Smith, Planning & Development Director Tom Robillard, Communications and Engagement Manager Amanda Harold, and Clerk of Council Amy Hayslip.
Mr. Sterling Abernathy, Ms. Celeste Mitchell and Mr. Dan Palmer were also in attendance.
Agenda Review
Mr. Greeson went over the agenda.
Far Hills Avenue and Laurelann Drive Traffic Signal
Mr. Bergstresser gave the presentation. The traffic signal at this intersection was originally installed in the 1950’s. It was last rebuilt 25 years ago. The pole was inspected in May 2025 with the recommendation to begin immediate planning for the replacement of the poles or the removal of the traffic signal.
A Traffic Study was conducted and traffic consultant (TEC) recommends the City take steps to remove the traffic signal and eliminate access at the intersection. City staff recommends the installation of high-visibility crosswalks, signage, and a pedestrian refuge median just south of Laurelann for pedestrians crossing Far Hills. Starting this month the city will contact the apartment complex and prepare a public information campaign.
Fund Balance Discussion
Mr. Greeson gave the presentation. The general policy for operating margin: personnel, operating, capital outlay and debt funded by current operating revenue. Capital Improvements may be funded by reserves. 2025/2026 General Fund margins were discussed. General Fund non-spendable, commitments and assignments and Special Grants & Programs Fund Balances were also discussed.
HOME Funds/ARPA Funds
Mr. Greeson mentioned that in the near future we should be receiving our HOME funds from the City of Dayton; these funds will be used to offer a Down Payment Assistant Program for low and moderate income residents. With the remaining ARPA funds Mr. Greeson suggested that we allocate that funding to the Down Payment Assistance program. Council asked for a one page report about the down payment assistance program.
Smithville Road addresses
Mr. Bergstresser mentioned that Smithville Road in Dayton and Kettering have some duplicate addresses which is causing problems with utilities and package deliveries of residents. To alleviate this issue we will be readdressing addresses starting at the location of RA Cooks Renovations all the way down until Wilmington Pike. Letter will go out in November to the affected residents.
At 7:01 p.m., Vice Mayor Fisher made a motion to enter Executive Session under Section 121.06 (k) of the Codified Ordinances for purposes of: Personnel Matters; Property Matters and Economic Development, seconded by Mr. Suddith. The motion passed unanimously upon roll call.
At 7:27 p.m., the Council exited Executive Session and went back on public record.
The City Council Workshop Meeting adjourned at 7:27 p.m.
