2012 Commendations

The Kettering Police Department takes grreat pride in the service of its officers. Below are examples of honors awarded to these officers for outstanding service

Ptl. Brian Hawley
Class I

On November 22, 2012, you were dispatched to 1848 Hamlet Drive on an elderly, special-needs subject who was choking.  Being the first officer to arrive, you immediately assessed the situation and determined that the subject was, in fact, choking and in full respiratory arrest.  At that point, you initiated EMS procedures--the Heimlich maneuver-- in order to save the subject’s life.  The direct patient care that you performed was critical in improving the subject’s chance of survival throughout the incident.  

 

If not for your actions, this situation would have ended at the residence.  Instead, the medics were also given the opportunity to continue life-saving procedures.  You are to be commended for your determination, compassion and calmness displayed during this highly-stressful time of emergency in an attempt to save a person’s life.

 

Ptl. Larry Tobias
Distinguished Service Award

On September 10, 2012, at 9:33 a.m., you were dispatched to a residence at 2844 Nacoma Place on a report of a male subject threatening to kill himself.  While waiting for your backup to arrive, you observed a male subject exit the residence holding a steak knife with both hands to his throat.  You also noticed that the subject was bleeding from both his hands and his throat. 

 

Seeing this, you immediately approached the distraught subject ordering him to put down the knife.  The subject refused to heed your order and maintained his intent to harm himself.  After another order was ignored by the subject, you activated your Taser and subdued the subject.  Once you removed the knife from the reach of the subject, you secured him so he could no longer attempt to hurt himself.  The subject was then transported to the hospital where he was able to receive the proper care. 

 

Officer Tobias, your quick and decisive action not only saved the subject from hurting himself further, but anyone else within his proximity.  You acted without concern for your own wellbeing by defusing this serious situation before backup could arrive.  You are receiving the Distinguished Service Award for your professionalism during a time of crisis/emergency involving significant risk of life/injury to you and the distraught subject.
 

Ptl. Michael W. Franklin
Class I Commendation

On May 3, 2012, you were dispatched to 4426 Far Hills Avenue on a possible non breather.  Being the first officer to arrive, you immediately assessed the situation and determined that the subject was, in fact, not breathing.  At that point, you initiated EMS procedures in order to save the subject’s life.  The direct patient care that you performed was critical in improving their chance of survival throughout the incident.  

 

If not for your actions, this situation would have ended at the residence.  Instead, the medics were also given the opportunity to continue life-saving procedures.  You are to be commended for your determination, compassion and calmness displayed during this highly-stressful time of emergency in an attempt to save a person’s life.
 

Mark Shaw, John Stacey, Mindi Stacey & Mitchell Long
Citizen Award of Valor

On February 2, 2012, at 1:00 p.m., you and 3 others observed a suspect fleeing from Wal-Mart after assaulting his female companion.  Mr. Shaw immediately chased the suspect who fled into the City of Kettering.  During the chase, Mr. and Mrs. Stacey followed the suspect in their vehicle.  As the suspect ran past Mr. Long, he, too, assisted with the foot chase by running after the suspect. 

During the pursuit, the suspect attempted to break into a home on Glenmore, but fled again due to your pursuit of him.  As the suspect fled, Mr. and Mrs. Stacey blocked the suspect with their vehicle.  The suspect then attempted to steal the Stacey’s vehicle by forcing his way into the driver’s side window.  While attempting this car jacking, the suspect was apprehended by Mr. Shaw and Mr. Long.

If not for the actions of all four of you, this suspect may have remained free and caused more acts of violence in our city.  All of you deserve recognition because of your selfless acts of bravery during this incident.  Because of your actions, you are hereby awarded the Citizen’s Award of Valor--the highest award a citizen can receive.

 

Ptl. Matthew L. Morgan
Class II Commendation

On April 29, 2012, you were dispatched to 2008 Brainard on the report of a suicidal subject.  Dispatch advised that there was yelling in the background during the phone call.  Upon your arrival, you heard loud shrieking coming from the residence and the front door was standing open.  When you entered, you were met by some family members who directed you to the kitchen where a subject was sitting at the table with the word "Die" on her forehead.  Immediately, you removed a pair of scissors from near her feet and then noticed the subject had a carton of milk and there were pills all around the table. 

 

Once the Kettering Fire Department arrived, they started to speak to the family members; but, one member from the department remained in the kitchen with you.  The subject then jumped to her feet and got to the sink, you immediately wrapped your arms around her in an effort to secure her.  She turned and had a steak knife in her hands.  A brief struggle occurred ending with you being able to disarm the subject.

 

If not for your vigilance at the scene and immediate reaction in securing the subject, the situation could have ended in tragedy for the subject and family members.  You put yourself in harm’s way to secure a potentially life-threatening situation.  Therefore, you are being awarded this Class II commendation.
 

Nicole Wax
Meritorious Citizenship Award

On April 25, 2012, you and Danny Williams pulled into Ameristop on Whipp Road.  Before entering the store, the two of you saw two subjects committing an armed robbery inside the business.  Both of you noticed one of the suspects had a gun.  While in your vehicle, you waited until the suspects fled the store.  Then, the two of you followed the suspects onto Montgomery Square.  While doing this, you also called the Kettering Police Department and kept the dispatcher updated.  As you watched the suspects enter 5825 Montgomery Square, you relayed this information to the dispatcher so it could be forwarded to the responding officers.  A perimeter was set up, and the suspects were located in Apartment 1D.  You were able to identify one of the suspects in a field lineup.  The two suspects were arrested, and evidence (stolen money, cigarettes and pellet gun) was found in the apartment. 

 

Without your assistance, it is highly unlikely an apprehension and recovery of evidence would have occurred.  Your willingness to get involved when a crime was occurring only serves to assist our battle to maintain this city as a safe community.  For your efforts, you are being awarded the Meritorious Citizenship Award.
