| The City of Kettering has a variety of low-interest loan programs to encourage and assist homeowners with financing necessary home repairs as well as remodeling homes throughout the City. |

City of Kettering Housing Rehabilitation Program
Low Interest Loans and Deferred Loans
Through the City of Kettering Community Development Block Grant Program, the City sponsors a housing rehabilitation program to assist income eligible homeowners to make necessary repairs. Depending on a households income, a household would qualify for a loan with a zero to three-percent interest rate. The terms of the loan are based on the applicants ability to repay the loan.
Deferred Loans are available for income eligible residents 62 years and older who have a limited income and lack financial resources to assume a monthly debt.
The application for a rehabilitation loan can be downloaded and printed only for your convenience. We are cannot accept online applications at this time as this section of the City website is not secure for transmitting the confidential infomation this application requires.

| City staff works with the homeowner to identify repairs that need addressed, assist the homeowner in choosing a contractor and monitor the quality of construction with the homeowner.
To participate in the low-interest and deferred loans, qualifying residents must own and occupy a single-family residential property. The gross household income must be below the amounts listed below:

The housing rehabilitation program procedures are briefly described as follows:

Once the household is determined to be income eligible, the City construction specialist performs interior and exterior inspections. |

The homeowner seeks estimates from contractors and decides which contractor to hire. |
 |
The homeowner completes loan documents for the amount of the loan. A mortgage for the amount of the loan is filed. |
 |
The City construction specialist will inspect the project weekly with the homeowner to ensure quality construction work and that the homeowner is satisfied with the construction work. |
All home repairs funded through our housing rehabilitation program will meet our Housing Rehabilitation Standards.

Historical Preservation and Proposed Federally Funded Projects
Clearance for some Community Development projects must be obtained from the Ohio Historic Preservation Office prior to commitment of funds. Historic review of these projects must comply with Section 106 standards set by the Secretary of the Interior. Information regarding historic review for current or proposed projects is available at the City of Kettering Planning and Development Department. Questions, comments, or objections regarding historical preservation at proposed Community Development projects may be directed to the Community Development Program at 937-296-2441. Home Enhancement Loan Program (HELP)
The City of Kettering has partnered with DayAir Credit Union to offer a program to assist homeowners with obtaining home improvement financing to make substantial updates, additions and improvements to single-family homes in Kettering. |

Program Benefits
|
|
 |
City of Kettering participates by providing a one-percent interest buy down with an additional one-half-percent discount provided by DayAir Credit Union to approved borrowers. |
 |
Appraisal and title exam costs are waived for the borrower. |
Program Loan Requirements
|
|
 |
Homes must be in Kettering, and the applicant must live in the home. |
 |
The combined total gross income of all adults residing in the home must not exceed $142,250. |
 |
The minimum loan amount is $10,000, and the maximum loan amount is $50,000, with a maximum term of the loan being 10 years. |
 |
All construction projects financed through the program must be completed within 12 months from closing. |
Eligible Home Improvements

Loans must be used to expand living space through the construction of room additions or modify existing space to: |
|
- Install additional bathrooms/lavatories |
|
- Remodel/update bathrooms and kitchens |
|
- Build new/enlarge garage when remodeling existing garage into living space |
Loan Procedure
|
|
 |
Borrower completes a DayAir Credit Union Home Equity Loan Application and a City of Kettering Home Enhancement Loan Request form at the credit union. |
 |
The borrower submits, with the completed application, copy of the property deed, homeowners insurance, year-end mortgage statement, proof of household income and written estimates of work to be completed. |
 |
DayAir Credit Union notifies City of loan application. |
 |
The borrower meets with City of Kettering Residential Plans Examiner to review project and discuss residential permit requirements to complete the project. |
