The Ohio Building Code and related codes are based on the International Codes. It is available for purchase from the International Code Council at www.iccsafe.org. Commercial projects (everything except one-, two- & three- family dwellings) are regulated by the following codes:

Who should make the application?
The owner or the owner’s authorized agent (i.e., contractor or architect).

Who can a permit be issued to?
To the property owner or his authorized agent. Both parties bear responsibility. Note: Sub-trades are regulated by the Ohio Construction Industry Licensing Board and fire protection system installers are regulated by the Ohio Fire Marshal. Plumbers must also be registered by the City of Kettering.

When is a permit required?
When the owner/agent wants to construct, enlarge, alter, repair, move, change the occupancy of a building or structure, or portion thereof
OR
When the owner/agent wants to erect, install, enlarge, alter, repair, remove, convert or replace any electrical gas, mechanical, plumbing system, other building service equipment, or piping system.

Can demolition or construction begin without a permit?
NO! Work that does not require a permit or emergency repairs may proceed. Work conducted without a required permit is subject to a Stop Work Order, Notice of Violation and Adjudication Order requiring removal of the work, double permit fees and/or other penalties prescribed by law.


The following work requires a permit:

Mechanical Permits
Includes new, replacement or alteration of

mechanical systems
mechanical equipment
furnaces, condensers, boilers, roof-top units, combination units, etc., exhaust fans, hoods, make-up air units, wood stoves, fireplaces
controls
smoke detection, dampers, vent dampers on flue pipes, flue liners
ductwork, distribution devices
VAV boxes, reheat units
alterations to existing systems
minor ductwork extension
portable tent HVAC regulated by the Ohio Mechanical Code

Electrical Permits
Includes new installation, replacement or alteration of any electrical system, equipment or component that is regulated by the National Electric Code such as

new electrical service, service changes
wiring, replacement wiring, removals
CT boxes, electrical panels, meters
new fixtures, electrical boxes
lighted signs
hard-wired electrical smoke detectors
hot tubs, permanent swimming pools

Plumbing Permits
Includes new installation, replacement or alteration of

water supply piping
sanitary drain piping, traps
vent piping
valves, backflow prevention, other safety devices and fixtures regulated by the Ohio Plumbing Code — fixtures include water closets (toilets), urinals, sinks, dishwashers, water heaters, water softeners and filters

Gas Permits
Includes, new, replacement or alteration of

fuel gas systems
storage, piping, meters, valves or other controls, safety devices, etc. regulated by the International Fuel Gas Code

Fire Permits (Fire Protection Systems)
Includes new installation, replacement or alteration of sprinkler systems, fire suppression systems, and fire alarm systems.

Emergency Repairs
Where emergency repairs are required, work may proceed, but a permit application must be submitted within the next working business day.

Drawings are optional but recommended for large or complex projects. This information may be included on the floor plans.

Plumbing or Gas Permits:

Drawings and riser diagrams are optional for contractors but may be required or recommended for large or complex projects.
Homeowner-installed systems always require riser diagrams indicating the size type, purpose and location of all piping.

Commercial application submission requirements:

Mechanical or Electrical Permits:

Sealed drawings as outlined in the Building Permit Checklist
Drawings submitted and approved with the Structural Permit need not be resubmitted; note prior submittal on the application.
Minor alterations not requiring technical analysis may not require sealed drawings.

Plumbing or Gas Permits:

Plumbing Registration Letter & Form
Sealed drawings as outlined in the Building Permit Checklist including load calculations and complete piping dimensions
Minor alterations not requiring technical analysis may not require sealed drawings

Fire Permits (Fire Protection Systems):

Sealed (design professional) or certified (fire protection certified designer) drawings as outlined in the Building Permit Checklist including load calculations and complete piping dimensions.
