Deferred Compensation Plans
The City has two programs through which employees may choose to have a portion of their earnings paid to them at a later date, which defers tax liability. Deferred compensation plans are set up in accordance with federal laws to allow employees to set aside a portion of their income for retirement. Deferred compensation can provide you a tax shelter, a supplemental retirement plan and a flexible investment program.

Flexible Spending Accounts (FSA)
Through the Flexible Spending Account Program, an employee may elect to participate in a Health Care Account and/or a Dependent Care Account. These accounts are designed to allow employees to help pay for un-reimbursed medical care and dependent care expenses with pre-tax dollars.

If an employee elects the City’s Group Medical Insurance Plan and/or Dental Insurance Plan, enrollment in a Premium Only Plan will be automatic. This plan allows employees to pay their portion of the medical/dental insurance premiums with pre-tax dollars.

FlexBank administers the City’s FSA program collecting claims forms and managing the funds. Flex Bank provides a website, www.flexbank.net that will give you access to view your Flexible Spending Account information. It also contains topics that may answer questions you have about flexible spending accounts. If the topics available do not answer your questions, you can click on “Ask An Expert" and e-mail us your question. Printable reimbursement forms for medical and dependent care claims are also available.
